CARLA 30 in special operating mode

CARLA 30 has been re-configured for a special mode of operation. The site is 100% solar and has a
weakened battery string which may cause intermittent DC power outages. It may be a while before
work can be done to mitigate the problem. Therefore, in an effort to reduce DC current consumption,
we have re-configured the default operation mode of the repeater. It will normally remain off-link
and in standalone mode only unless someone keys up the link PL. If the link PL is engaged, the
repeater will connect to the link but disconnect after 30 seconds of inactivity from the repeater's
input. This is regardless of ongoing link traffic in the background. CARLA 30's site is also a
relay site for the path to/from CARLA 31 in SoCal. That will remain on-line unless power drops or
we need to disconnect it.
