CARLA 31 Link has been repaired

The Carla field crew made a trip to L.A. on 1/20/26 to fix the link issues. A new link antenna was installed
as the old one was found to have a 30 degree down tilt. Also, an Allstar node was installed and tested.
Link audio sounds *real good* now. Several other upkeep/maintenance items were also addressed.

The main link NB at 31 towards VACA Hub is weak with lots of white noise. It has been disabled pending repairs.
System 31 can currently still be used in standalone mode. ETA for repairs is by the end of January ‘26.
