CARLA 14 repairs and upgrades

This weekend CARLA 14 had the following improvements performed:
-Permanent mounting of Repeater antenna and re-running of transmission line on new tower extension.
-Replacement of older repeater controller with newer model (S-com 7330), re-programming and
enhancements enabled.
-Replacement of batteries with larger Amp-hour capacity.
-Re-routing onto 'preferred power' circuit with generator back-up.
This leaves only CARLA 9 & 33 as the last two systems in the entire network that are slated for
controller upgrades and improvements.
