CARLA 2 Main link has been disabled

The main link for CARLA 2 has been disabled due to operational issues that was causing it to not go
through the main hub correctly and subsequently only being heard on nearby repeaters. A site visit is
being scheduled to effect repairs. ETR is 1-2 weeks.
